Journal of Engineering
and Public Policy
(Vol
8, August 2004)
INTRODUCTION
The Journal of
Engineering and Public Policy is an electronic compendium of research
papers prepared by engineering students participating in the annual
Washington Internships for Students of Engineering (WISE).
WISE papers are published here in a journal format for purposes of public
information and to promote discussion on important issues related to technology and public
policy. Papers are not peer reviewed or edited in the traditional
sense, although they have been developed with guidance from the
individual WISE sponsors and under the supervision of the WISE
Faculty-Member-in-Residence. The conclusions, recommendations and opinions expressed in the papers are
those of the authors and not necessarily shared by the engineering societies who sponsored
the WISE Intern.
Authors retain all rights to their papers, except where assigned to the
sponsoring society. The WISE Program is authorized to disseminate these papers for
the purposes stated. Individuals may copy papers for their own personal,
non-commercial uses subject to copyright restrictions noted here and on each paper.
WISE takes this opportunity to express its appreciation to
Dr. Sharon Jones, WISE's 2004 Faculty-Member-in-Residence,
who helped guide the WISE participants through their research and paper development.
Thanks also to Chris Brantley for his efforts in preparing this edition of the Journal of Engineering and Public Policy for web
publication.
